Changes in version 5.4 2009/12/25a (English version only)

The following files were encoded in UTF-8 in version 5.4 2009/12/25, causing
builds to fail.

 - TwlSDK/include/nitro/os/ARM9/china.h
 - TwlSDK/build/libraries/os/ARM9/src/os_china.c

In version 5.4 2009/12/25a, the above files were fixed to be ANSI-encoded 
in order to fix this problem.
