tickleBI2 is an internal tool that is called by BI2 scripts. Developers don't have to explicitly use this tool.
tickleBI2 sets the specified value to the offset specified in BI2.
tickleBI2.exe also exists as tickleBI2D.exe in this program. There is no difference in how the two behave. tickleBI2D.exe remains in order to maintain compatibility with past systems.
