Opens the specified file.
The file at the specified path is opened write-only and becomes writable. A file is created and opened write-only if it does not exist at the specified path and the createIfNotExist argument has been set to TRUE. If an error occurred while trying to open the file, it returns that error.
Note: This function uses a large amount of buffer space on the stack because it converts the path name from a multibyte character string into a wide character string. Pay careful attention to the stack size.
